"Lying In State" and "Lying in Honor" are two different things. "State" refers to the public exhibition at the Capitol Rotunda the caskets of elected officials or military officers, while "Honor" refers to the same protocol extended to civilians.
"Lying in wait" is a term used to indicate a criminal's premeditation in an ambush or attack upon a victim. This has no relevance to anyone or anything at this time.
